Role Description

An Estimator plays a crucial role in industries like construction, civil engineering, infrastructure, and manufacturing. Their main job is to accurately forecast the costs, resources, and time needed for a project so that the company can bid competitively and deliver profitably. This is a full-time on-site Estimator role located in Bringelly, NSW.

Key responsibilities of a Civil Estimator

Scope Review: Analyse tender documents, specifications, and drawings, especially those issued by Local Government and public authorities, to ensure full compliance with technical and contractual requirements.

Plan analysis:

Reviewing project drawings, blueprints, and specifications to understand project scope and requirements.

Quantity Take-Offs: Precisely measure and quantify materials, labour, and equipment needs based on issued designs, plans, and Council standards.

Cost Estimating: Prepare detailed cost estimates by gathering supplier and subcontractor pricing, using historical data, and benchmarking current market rates, factoring in labour, materials, equipment, overheads, escalation, and contingencies.

Cost Analysis:

Perform detailed cost breakdowns into labour, plant, material, and subcontractor components.

Analyse past project data and cost trends to validate and refine estimates.

Identify opportunities for cost efficiencies and value engineering.

Report on cost variances, project profitability forecasts, and risk-adjusted pricing strategies.

Local Government Tendering:

Prepare submissions that meet strict Council and State Government procurement guidelines.

Understand and comply with Local Government contract conditions.

Address tender schedules, Work Health & Safety (WHS) requirements, environmental obligations, and social procurement targets often required by Councils.

Procurement Management:

Develop procurement schedules based on the project timeline and critical path.

Source, prequalify, and negotiate with suppliers and subcontractors to ensure best value and compliance with project specifications.

Issue Requests for Quotation (RFQs) and evaluate received offers on price, capability, compliance, and delivery schedules.

Negotiate commercial terms, delivery conditions, and back-to-back contract terms where necessary.

Manage variations, claims, and procurement-related risks throughout project delivery.

Risk Identification and Management:

Assess technical, commercial, and program risks and factor appropriate contingencies into pricing.

Advise management of key risks identified during the tender and procurement process.

Program and Schedule Support:

Assist in developing project delivery programs aligned to estimated costs, resource availability, and procurement lead times.

Budget Forecasting and Cost Control Support:

Provide accurate budget baselines for awarded projects to support cost tracking during construction.

Provide support and mentorship to Junior Estimators, Cadets, and Administration teams involved in tendering and procurement activities.

Key Skills and Experience Required:

  1. Extensive experience estimating and delivering tenders for Local Government contracts (roadworks, drainage, parks upgrades, civil works, asphalt, kerb and gutter, etc.).
  2. Thorough understanding of Local Government procurement processes, contract types and probity/compliance obligations.
  3. Advanced cost analysis and project forecasting capabilities, including life-cycle cost analysis and value engineering.
  4. Full lifecycle procurement management experience (from sourcing to contracts administration and variation negotiation).
  5. Excellent ability to interpret and work from technical drawings, specifications, and Council documentation.
  6. Highly skilled in estimating software and proficient in Microsoft Excel.
  7. Highly organized with strong attention to detail and the ability to meet strict deadlines.
  8. Minimum 10 years of experience in a Senior Estimator, Cost Planner, or Quantity Surveyor role in construction or civil infrastructure.
  9. Degree or diploma in Construction Management, Civil Engineering
  10. Local Council / Government knowledge is a must
